Constitution says that free Education is to be provided to all children in the age group of 6-14. In order to achieve the goal of universalisation of Primary Education, efforts are being made to: increase retention of children in schools, increase their enrollment, opening of new Primary Schools, provision of infrastructure in the existing Primary Schools, innovative approach in the schools and of social bias. The object of free and Compulsory Education is being achieved by mobilizing Community support in rural and urban Punjab. The State Government has taken several proactive measures to enhance the quality of primary education in the State. Some of these initiatives include:
- Popularization of English, Science & Maths in primary schools in order to generate an interest for these subjects amongst students.
- Capacity building programe for the English faculty at degree colleges initiated by the Department of Higher Education in collaboration with British Council. The Department is also organizing English training programmes focused on grammar and writing skills through EDUSAT. About 300 such centres have been established across Punjab.
- Development of Multimedia education content for classes 6-8 with the view of improving the quality of school education through IT based instruction. The content would be introduced in all government schools in Punjab from the 2009-10 session onwards.
- Computer labs for schools have been made compulsory for all the students from grade 6 to 12 in order to make them "IT literate and digitally-enabled."
- Pushpa Gujral Science City has been jointly established by Government of India and Government of Punjab to inculcate scientific aptitude among young students.
As per National University of Educational Planning and Administration (NUEPA), Punjab ranks 1st for providing best infrastructure and facilities to primary schools based on Education Development Index (EDI) for the year 2009.
