e-Sarkar (IFMS- IWDMS Project)
In order to streamline and improve upon its functioning, bring efficiency, transparency and accountability in its operations, Government of Punjab has implemented e-Sarkar constituting Integrated Financial Management System (IFMS) in Department of Finance and Integrated Workflow Document Management System (IWDMS) in Punjab Civil Secretariat.
e-Sarkar is a turnkey project which meets the entire requirements of software, hardware, network, data centre, technical support, operation & maintenance of helpdesk for a period of five years after successful implementation.
Initiated in the year 2011, IFMS project has been completely implemented, making Punjab one of the prime states in the country to automate the complete financial cycle (Planning Budgeting and Disbursement) with key focus on data capturing at source to minimize manual interventions and errors. All the treasuries, sub-treasuries and Finance and Planning Department of the State have been covered under the project. Since 2011-12, Punjab Budget is made completely online through IFMS. IFMS implementation has also helped in 100% elimination of physical bills and cheque based payments in the State. IFMS project has been recognized at national level and has been awarded the 48th CSI-NIHILENT e-Gov 2012-13 Award.
IWDMS, implemented in Punjab Civil Secretariat, enables an effective informational exchange and builds knowledge base which aims to replace existing manual systems of paper based working in the Punjab Civil Secretariat departments. The solution has brought more transparency and accountability by providing dashboards and MIS to furnish progress reports, statistical reports and other facts & figures which help in the overall decision making process. Payroll for Secretariat employees has been completely automated while routine workflow activities of the Secretariat have also been made online. Flow of regular reports from the field and district offices of the departments has also been completely automated through more than 300 Departmental Applications. IWDMS also offers employee self service application enables the employee flexibility of using a digital channel to obtain the benefits from the employer.
Approximately 9 lakh G to C transactions have been made in FY 2014-15 through e-Sarkar.
Public Works Information Management System (PWIMS)
PWIMS process is a web based application to automate, improve efficiency, introduce transparency and streamline processes of Department of Irrigation related to Works Management. The application facilitates the handling of various aspects of pre-tendering and post-tendering processes in a streamlined, efficient and transparent manner. A Pilot Roll Out of the project is in Progress at District Hoshiarpur and will be implemented in phases at other locations of State.
Implementation of e-Governance and Automation in Department Forest and Wildlife Preservation
Department of Forest & Wildlife Preservation intended to introduce automation and e-Governance by leveraging ICT to streamline and improve upon its functioning in order to bring efficiency, transparency and accountability.
The objective of this project system was implementation of electronic work flow system to improve internal administrative efficiency, enhance quality of services provided to citizens, faster processing, monitoring and redressal of public cases / appeals /grievances with service levels and establish real time MIS system for decision making.
M/s Deloitte was selected as consultant for this project after competitive bidding.
Implementation of e-Governance in the Department of Local Government, Punjab
In order to improve the delivery of citizen services by various Urban Local Bodies (ULBs) including Improvement Trusts and other related authorities, the Department of Local Government has embarked upon a comprehensive project for introducing automation and e-Governance in the Department across all urban local bodies, Improvement Trusts, Regional Deputy Directors, Directorate and Secretariat. Accordingly the Department engaged State Implementation Consultant (SIC) for a comprehensive assessment of different aspects covered in the scope, including the following:
a) Re-engineering of the business processes being followed towards extension of services to citizens and conducting internal management functions,
b) Undertaking an assessment of capacities that exist today within the department and the ULBs towards embracing e-Government,
c) Identifying technologies that exist currently in the department as well as what would be required if ICT were to be exploited both at internal operational as well as the service delivery layer, and
d) Recommending a comprehensive service delivery infrastructure required for the above purpose.
M/s Delloitte Touche Tohmatsu India Pvt. Ltd, was selected for implementation of this project as Project Management Consultant through open tendering.
